Question 1.

What is a Library Consortium?

Answer 1.

The term Consortia has been defined as "a cooperative arrangement among group or institutions". A library consortium provides a way for its member to conduct business in a competitive manner. The basic premise of consortia is that its members can collectively achieve more than what they can achieve as individual institutions.

Question 2.

How does INDEST-AICTE Consortium operates?

Answer 2.

MHRD has set up the Headquarters of the Consortium at IIT Delhi. Subscription to electronic resources to selected MHRD supported institutions (IISc, IITs, NITs and a few other institutions) is paid directly by the INDEST Headquarters from the funds made available by the MHRD. The Consortium headquarters functions under a National Steering Committee for inter-institutional coordination and for taking decisions on policy issues under the overall policy directions of the Government of India.

Question 3. What are the resources that the INDEST-AICTE Consortium offer?
Answer 3.

You may subscribe to a number of electronic resources including full-text and bibliographic databases through the INDEST-AICTE Consortium. Visit Consortium website (http://paniit.iitd.ac.in/indest/) for a complete list and description of resources.

Question 4. Who is eligible to join the INDEST-AICTE Consortium?
Answer 4.

Membership to the INDEST-AICTE Consortium is open to any private / Government-funded engineering / technological / educational institution / University for one or more electronic resources. The new members are required to sign an agreement with the Consortium as well as with the publishers of electronic resources that they wish to subscribe. The consortium charges an annual membership fee of Rs. 5,000.00 (Rs. Five thousand only).

Question 5. What computing and networking facilities are required for subscription to e-resource(s)?
Answer 5.

Click at "ICT Infrastructure" on the INDEST website. Infrastructural requirement in terms of computers and Internet bandwidth is given in this section of the website.

Question 6. Why should we join?
Answer 6.

The Consortium offers the best possible price advantage ranging from 22% to 95% (Average > 80% +) through its pricing agreements with publishers as well as better terms of agreement for various electronic resources. Moreover, the Consortium also provides technical help and arrange for in-house training for optimal usage of resources subscribed. It will also be an endeavour of the Consortium to identify other electronic resources of relevance to educational institutions, and enable their access at best possible subscription prices and license terms. The Consortium will constantly be monitoring international developments in this area and liaise with agencies like ICOLC to bring the best possible consortium-based solutions to its members.

Question 7. How to start subscribing to e-resources through the INDEST-AICTE Consortium?
Answer 7.

Please identify resources that you wish to subscribe through the Consortium and request for a proforma Invoice for the selected resources. Please send your "request for invoice" to the National Coordinator, INDEST-AICTE Consortium.

Question 8. How can we access the e-resources once subscribed?
Answer 8.

All resources subscribed through the consortium are accessible through the publisher’s website. If your institution have static IP address(es), your IP addresses can be configured to access these resources, otherwise, the publisher would allocate Login ID and password to you for accessing these resources. Some resources, like ACM Digital Library and MathSciNet can only be accessed through static IPs. Local hosting of resources has only been considered for a few resources. Question 9. How long my subscription would last and how do I find due date for renewal of subscription to e-resources subscribed by our institution?
Answer 9.

Subscription period is generally for a year. It is required to be renewed every year. Institutions can check details of resources subscribed by them along with the subscription period from the INDEST Web site. On the INDEST Web site, Click at "Members", search for your institution and click at "View e-resources". You will find a list of your subscribed e-resources and period of subscription along with month of commencement of access. Moreover, before the expiry period of subscription, the Consortium raises renewal invoice for the subscribed e-resources.

Question 10. Is it possible to pay subscription for multiple years?
Answer 10.

The rates of subscription for e-resources for forthcoming years would depend on the number of subscribers at the time of the renewal of subscription and the conversion rates for foreign currency. The subscription for a given year can only be decided just before the commencement of next year depending on total number of subscribers at that time.

Question 11. Whom should I contact for subscription to e-resource(s) or problems regarding access to subscribed e-resources?
Answer 11.

You may contact National Coordinator, INDEST-AICTE Consortium (jarora@library.iitd.ac.in) or INDEST Secretariat (indest@library.iitd.ac.in or indest.aicte@gmail.com). Please do not write to INDEST Mailing List (indest@eprint.iitd.ac.in). The Consortium website also have information on "troubleshooting" for individual e-resources. Please visit the website and click at troubleshooting on the navigation bar at left side.

Question 12. Are resources provided by the INDEST-AICTE Consortium suitable to us?
Answer 12.

Institutions running programmes at P.G. and research level can use the e-resources available through the Consortium on various disciplines viz. Engineering, Computer Science, Physical Science, Mathematics, Business and Management.

Question 13. Can we get support from the MHRD / AICTE for getting access to e-resources?
Answer 13.

The MHRD has provided funds for only those institutions that are directly funded by it. Currently 38 centrally-funded technological institutions are being supported by the Ministry of Human Resource Development and 63 Govt. / Govt. – aided engineering colleges are getting access to selected electronic resources with financial support from the AICTE.

Question 14. Why few institutions are treated as AICTE-supported as well as self-supported institutions?
Answer 14.

There are few institutions that are supported by the AICTE, however, these institutions also subscribe to some of the resources that are not supported by the AICTE. Institutions that subscribes resources on their own comes under self-supported category.

Question 15. Can I subscribe to a resource for part of a year?
Answer 15.

Yes, you can subscribe to a resource for part of a year. Most publishers accept payment for subscription on prorata basis, i.e., you pay for a resource for remaining period of the year. In the subsequent years, however, you are expected to renew your subscription for the entire year. Some publishers also allow subscription for calendar year, i.e., subscription may start in June 2007 and terminate in May, 2008.

Question 16. Can I subscribe selected journal titles from various e-resource?
Answer 16.

The INDEST-AICTE Consortium has negotiated rates for subscription for selected resources only. We do not deal with individual journal titles.

Question 17. What are the advantages of IP-based access over password based access?
Answer 17.

IP-based access enables access to subscribed e-resources to all users on their Campus network. As such a user does not require Login ID and Password to access resources available to his / her institution. If you have static IPs, it would be to your advantage that you convert your access from password-based access to IP-based access. While, passwords can be communicated by students and other users to unauthorized users resulting in misuse, IP-based access can not be misused. Most publishers prefer offering their resources on IPs. Need to know about IPs ?

Question 18. How many IP addresses can I have?
Answer 18.

There is no limit on number of IP addresses that an institution can have. However, institutions should ensure that the IP addresses provided to the publishers are assigned to them and are static IPs. Need to know about IPs ?

Question 19. How do I verify my IPs?
Answer 19.

Type URL: http://www.whatismyip.com in the address bar in your browser. The site would return IP used for accessing this site. It will not reflect the complete range of IPs that you have but will indicate whether IPs being communicated are correct or not. The static IPs are assigned by your Internet Service Provider. They would be able to verify the exact range of IPs assigned to your institution. Need to know about IPs ?

Question 20. What is e-RAMS? How can I check usage statistics for subscribed e-resources from the INDEST website?
Answer 20.

The e-RAMS is an interface available on the INDEST Web site. It is designed to submit online complaints regarding accessibility of e-resource(s) and their monitoring. This interface also allows you to check the current and past usages statistics.

A member institution can check the usage statistics through e-RAMS @ INDEST website. Access to e-RAMS is controlled by password. Obtain your password from the Consortium headquarters. After Logging in, select options or follow instructions given on the E-RAMS.

Question 21. Sometimes when we click e-RAMS, it gives message on top bar "To help protect your security, Internet Explorer has blocked this website from displaying content with security certificate errors". How to resolve this problem?
Answer 21.

Click at the bar where this message is displayed, then click on “display block content".

Question 22. What kind of training programmes are planned for member institutions for promoting optimal utilization of e-resources offered by the Consortium?
Answer 22.

The training programmes are organised in a distributed mode wherein all IITs, IIMs and IISc Bangalore may conduct training programme for member institutions with financial support from the Consortium. 12 such training programmes have already been conducted by various IITs and IIMs.

Question 23. What is INDEST Mailing List?
Answer 23.

INDEST Mailing List is a mean to established communication with all members of the INDEST Consortium. All contact addresses (technical and administrative) given in the Application Form are enrolled for the INDEST Mailing List. Email sent to the INDEST Mailing List (indest@eprint.iitd.ac.in) gets automatically distributed to the e-mail addresses of all the members. Please do not write to the INDEST Mailing List unless you want to communicate to all members of the Consortium. Queries that are meant for INDEST Coordinator should be addressed to him or his secretariat.

Question 24. What happens if Consortium decides not to pay for any resource?
Answer 24.

The INDEST has negotiated with most of the publishers to provide backup data in case of discontinuation of subscription. However, the Consortium should have paid subscription on behalf of members for atleast five years to get this benefit free of cost.

Question 25. How do I find out whether a journal is being subscribed through the Consortium?
Answer 25.

Click at "Search", either search or browse for the journal you are looking for.

Question 26. Is there a limit to the number of articles that we can download from various resources?
Answer 26.

There are no limit on number of downloads for any resources. However, you are not allowed to systematically and excessively download from any resource.

Question 27. Where can I find list of journals covered under a given e-resource?
Answer 27.

Click at "Download" on the INDEST website, list of journals for all full-text e-resources offered through the Consortium is available in the zipped XLS format.

Question 28. How do I update our details on the INDEST website?
Answer 28.

If there are any modifications in the contact details, please communicate the updated details to the National Coordinator. Email is the easier and quicker source of exchanging information. Please provide corrected email ID that you use frequently.

Question 29. Why the e-resources viz. Asian CERC’s Insight, EBSCO Business Source Premier, Euromonitor, JCCC, SciFinder Scholar and Web of Science are not offered to new members?
Answer 29.

The publishers of these resources have made special offer for the existing consortium members only. The same offer is not extended to other members as on now.

Question 30. We have subscribed to IEL Online (Single User). We repeatedly get a message that “all available online seats are currently occupied”. What is the best solution to access IEL Online (Single User) optimally?
Answer 30.

You have subscribed to IEL Online (Single user), which means that only one person can download articles at a given time. You may, however, note that the browse and search facility in IEL Online is free. As such, a user need not login unless he / she want to download an article. The best strategy would be that the user may keep searching and browsing and login only once he / she is prompted to login while downloading an article. After every download, a user may log out. The single user access to IEL Online has this limitation that only one user can download articles at a time. It may be noted that all IEL subscribers, irrespective of number of simultaneous users, have access to the same collections.

The error message that you received "all available online seats are currently occupied" means that someone is logged-in whether he is downloading articles or not. Please note that the IEEE Xplorer does have a time out function. The time out function logs out those users who have been inactive for 15 minutes and this will open up a seat for a new user.

Question 31. Can we subscribe to IEL Online for multiple users?
Answer 31.

Yes, you can pay your subscription to IEL Online for multiple users. It is available at the following three levels:

  • IEL Online Level III: Single User; You can pay for two / three / four users.
  • IEL Online Level II: Five Simultaneous Users.
  • IEL Online Level I: Fifteen Simultaneous Users
Subscribers at level I and II are entitled for getting discounted prices for ASPP package of IEEE. Besides, the users of Level I and II are also entitled for IEL Data on termination of subscription provided that they have subscribed to IEL Online atleast for three years.
Question 32. How do I get discounted rates for ASPP print, ASME and ASCE Journals?
Answer 32.

As a subscriber to IEL Online, ASME and ASCE Online Journals through the Consortium you can get ASPP, ASME and ASCE (print) at a discounted rate through M/s. GIST. However, you are encouraged to delete print subscription. IEEE has agreed to supply data for the subscribed period on discontinuation of subscription provided that the IEL Online is subscribed atleast for five years continuously. Data for ASME and ASCE can be obtained on CDs on payment of nominal fee.

Question 33. Why I am not able to access several journals from Springer Link?
Answer 33.

Access to Spinger Link is restricted to 234 titles in case of NITs and to 520 titles in all other cases from subject collections that includes Computer Science, Engineering, Chemistry, Physics and Mathematics. Complete access to a journal in Springer Link website is shown by a green square. IITs and IISc have complete access to all titles in Springer Link.

Question 34. What are my options to subscribe Science Direct? Which option suits the best to my institution?
Answer 34.

The Elsevier's Science Direct is available in the following two options:

Option One of Science Direct includes 220 journals in subject collection "Engineering" and "Computer Science". You also get access to free subject collections in the first year on Materials Science, Energy & Power and Chemical Engineering and in the 2nd year on Energy & Power and Chemical Engineering. The Option one provides access to Science Direct journals from 1995 onwards.

Option two of Science Direct includes 160 journals in subject collection in Engineering. You also get access to free subject collections in the first and second year on Computer Science. The Option two provides access to Science Direct journals from 2000 onwards.

Besides above two options, Science Direct is also available in Physics Collection and Life Sciences Collection.

Question 35. My access to ASCE / ASME is blocked by the publisher. What should I do?
Answer 35.

Your access to ASCE has been suspended by the publisher due to excessive and systematic download of articles by your users. You are advised to do the followings:

  • Please send a mail to M/s GIST (onlinesuppot@gistglobal.com) with a request to start access assuring the publishers that you are taking corrective measures to check excessive and systematic downloading of contents.
  • Please generate awareness amongst users about copyright and licensing of e-resources accessible at your Institution. The INDEST Web site provides details on License Agreements and Fair Use.
Question 36. Being an institution funded by the MHRD, we are a member of the INDEST-AICTE Consortium. What are our obligations as a member?
Answer 36.

Question 37. Are we required to continue our print subscriptions?
Answer 37.

Some publishers insist on continuation of print subscriptions. Such publishers include: Elsevier Science, Springer and Emerald. You may however, drop your print subscription in other cases like IEEE, IEE, ACM, AMS (MathSciNet), Chemical Abstracts, etc.
